enactments above mentioned that as power exists in the Colonial Legislature to
to fix rates of postage for the carriage ofletters onteide the bounds of
their own Colonies.
"By Clause g of the Ordinans " Hong Kong No. 12 of 1884 the Governors in Council tatres power from time to time of determine the rates of postage of be charged all correspondence sent by post from the several Post-Office of the Colony
or received
therein from places outside the Colony, and to revoke, alterse
any such order provided
that no such Order is
inconsistent with my postal treaty applicable to the Colony. This power, it follows from the goregoing remarks cannot be
assumed in accordance with law. The powers of the Governon in Council should be confined to deland posts. The regulation of all other posts seems treat with the Postmast General and the Treasury solo would act concert with the Colonial
